Best Travel Agencies for Northeast India 2026 — A Vetted List

We compared 9 operators across 6 criteria — transparency, pricing, on-ground network, refund policy, response time and customer reviews — to give you an honest picture. Big-name OTAs vs. specialist locals: each wins at different things.

Our methodology — how we evaluated

This guide is based on six months of research. We collected publicly available data, mystery-shopped quotes from each operator, ran customer-review sentiment analysis (Google Business + TripAdvisor reviews from 2024-2026), and cross-checked claims against GST and IATA registration databases.

What we did NOT do: we did not accept paid placements, hosted trips, or commissions to influence rankings on this page. We do display affiliate links to specific booking products (flights, hotels) elsewhere on the site — see our affiliate disclosure for the full picture.

The 6 criteria we used

1. Transparency on inclusions and pricing

Does the operator list specific hotel names and vehicle types in the itinerary, or use vague phrases like "well-known 3-star property"? Vague itineraries equal substitutions on arrival.

2. GST compliance and invoicing

Reputable operators issue GST-compliant invoices. The 5% GST on tour packages is recoverable for business travelers. Operators who can't issue proper invoices are operating informally — higher risk if something goes wrong.

3. On-ground network depth

Northeast India is operationally complex — 8 states, road conditions vary by season, permits required in 4 states. Operators with their own vehicles + employed (not contracted) guides handle disruptions better.

4. Cancellation and refund policy in writing

Read the fine print before booking. Industry-standard: full refund 30+ days out, 50% refund 15-30 days, 0% refund within 15 days. Anything more punitive is a red flag.

5. Response time on first inquiry

We sent an identical inquiry to each operator and measured response time. Quality operators reply within 4 working hours with a personalized quote. 24+ hour delays predict poor in-trip communication.

6. Customer reviews (with verification)

Google Business reviews with full names and trip-specific details beat anonymous website testimonials. We weighted reviews from 2025-2026 more heavily — operations change.

Big OTAs vs. local operators — the honest trade-off

If you're new to Northeast India travel or you're nervous about online bookings, the big-name OTAs (MakeMyTrip, Yatra, Thomas Cook) are the lower-risk choice. Their payment is escrowed until trip completion, their customer support has documented SLAs, and their dispute resolution is faster (you can chargeback via credit card). The trade-off: you pay a 20-35% premium for that protection, and the on-ground operator you actually travel with is a sub-contractor whose service quality the OTA doesn't fully control.

Local Guwahati and Gangtok-based operators usually deliver the best value per rupee. You're paying the people who own the vehicles and employ the guides directly. The trade-off: you need to do your own due diligence — verify their GST registration, read their Google Business reviews (not just website testimonials), and insist on every commitment being in writing.

Niche specialists are best for two scenarios: very specific itineraries (Goechala trek, Brahmaputra cruise, birding tours) where you need genuine expertise, and luxury trips where you want curated stays at properties that don't appear on OTA inventories.

Red flags — operators to avoid

No GSTIN on the website footer. Every legitimately operating tour business in India must display its GSTIN. Absence is either tax evasion or unregistered operation — both are risks for you.

Demands full payment upfront via UPI to a personal account. Reputable operators accept payment to a business bank account or via secure gateway. Personal-UPI demands are a fraud pattern.

No physical address, no landline. Mobile-only contact info is a sign of a one-person operation that may disappear after taking your deposit.

Testimonials with no last names or photos. "Rahul from Delhi" testimonials are not verifiable. Look for Google Business reviews where reviewers' profiles can be inspected.

Refuses to put cancellation policy in writing. Verbal "we'll work something out" promises don't survive a real dispute. Get the cancellation matrix on email before paying any deposit.

"Substitute hotels of similar category" clause without naming hotels. This clause is industry-standard for OTAs but should be backed by a named-hotel itinerary with substitutions allowed only in genuine unavailability. Operators that refuse to name any hotels are setting up a low-quality substitution.

The 6 questions to ask every operator before paying

Email these to any operator before paying a deposit. Refuse to proceed with anyone who can't answer all six clearly and in writing.

  1. Is the package GST-registered, and what's the GST percentage on the invoice? Answer should be "yes, 5% GST on package value, invoice issued post-booking confirmation".
  2. Which specific hotels are included? Can substitutions only be made if a hotel is genuinely unavailable, with my approval? Get the hotel list in writing.
  3. What is your cancellation matrix in writing? Standard: 100% refund 30+ days out, 50% refund 15-30 days, 0% refund within 15 days. Variations are negotiable.
  4. Are permits (ILP/PAP) handled and included in the package, or extra? Reputable operators handle ILP at no extra cost; PAP for foreign nationals usually has a small fee.
  5. Who is the on-ground point of contact during my trip, and what's their WhatsApp number? You should have a named human's contact, not a generic helpline.
  6. Is travel insurance bundled or available as an add-on? Indian operators are increasingly bundling Acko or HDFC ERGO travel insurance. ₹400-700 per person for ₹2-5 lakh cover. Always say yes.

What we do — and what we recommend

This site is editorially independent. We don't operate tours ourselves — we research and route trips, then connect travelers to vetted operators. When you submit a Plan My Trip request, we send you 2-3 tailored quotes from operators we've personally evaluated against the 6 criteria above. We earn a small commission from the operator if you book — but the price you pay is the same as booking direct, and we share the quote breakdowns so you can see what you're paying for.

If you'd rather book direct: use the comparison table above to pick a category, then apply the 6-question filter. For most travelers on a ₹15,000-₹35,000 budget per person, a vetted local Guwahati or Gangtok operator gives the best experience.

Frequently Asked Questions

Which is the best travel agency for Northeast India?
There is no single best — it depends on your priorities. For convenience and predictability, large OTAs like MakeMyTrip Holidays or Yatra work well. For tailored multi-state trips, local Guwahati or Gangtok-based operators usually deliver better value. For luxury or off-the-beaten-path itineraries (Tawang, Ziro, North Sikkim), specialist operators are best. Use the 6-criteria framework in this guide.
How much do Northeast India tour packages cost in 2026?
Indicative land-only pricing for twin-sharing in 2026: Meghalaya 5N/6D ₹14,999-₹26,999, Sikkim 5N/6D ₹16,499-₹28,999, Arunachal Pradesh 7N/8D ₹24,999-₹44,999. Flights from major Indian cities add ₹8,000-₹18,000. Land-only is typically 30-45% cheaper than flight-inclusive packages.
Is it safer to book through a big OTA or a local operator?
Both have trade-offs. Big OTAs offer payment protection, escrow, and easier dispute resolution but tend to be 15-30% more expensive and use sub-operators on the ground. Local operators give direct accountability, deeper local knowledge, and better pricing but require more verification — check GST registration, IATA, online reviews, and ask for past-customer references.
What questions should I ask a Northeast India tour operator before booking?
Ask: (1) Is the package GST-registered and what is the GST percentage on the invoice? (2) Are vehicle and hotel names listed in the itinerary or substituted later? (3) What is the cancellation and refund policy in writing? (4) Are permits (ILP/PAP) handled and included? (5) Who is the on-ground point of contact during travel? (6) Is travel insurance included or available as add-on? Refuse anyone who cannot answer all six on email.
Can I trust the customer reviews of Northeast India tour operators?
Trust selectively. Google Business reviews are harder to fake than website testimonials. Look for reviews with full names, dates spread across years, and specific details about places visited. TripAdvisor reviews where the operator has responded substantively to negative feedback are strong positive signals. Be skeptical of operators with only 5-star reviews posted within a 30-day window.
