Cost, timing & what to expect
Honest, verified facts so you can plan — confirm the exact figures for your route when you get your quote.
Cost
The PAP fee is typically USD 50–100 per person depending on the state and duration, plus the operator's service fee and the mandatory guide. Your exact quote depends on itinerary & group size.
Lead time
Apply at least 15 days before entering each state; allow up to 2–4 weeks. Enquire ~3 weeks before arrival to be safe.
Validity
A PAP is usually valid for 10–30 days, depending on the state and the areas covered on your route.
Group rule
In Arunachal Pradesh, foreign nationals are typically required to travel as a group of at least two with a registered guide.
Foreigner PAP — common questions
Do I need a Protected Area Permit as a foreigner?
Yes — for Arunachal Pradesh, Nagaland, Manipur and Mizoram, plus a Restricted Area Permit (RAP) for certain zones of Sikkim. Meghalaya, Assam and Tripura need no permit for foreign tourists.
Can I get the PAP on arrival?
No. After the Ministry of Home Affairs notification of 17 December 2024, the PAP was reimposed for Nagaland, Manipur and Mizoram (Arunachal always required one). Foreigners must arrange it in advance — via the e-FRRO portal or a registered operator. The old "register on arrival" rule no longer applies, and the regime is under active review, so always confirm the current position before you travel.
How far in advance should I apply?
Apply at least 15 days before entering each state, as e-FRRO processing can take around two weeks. We recommend sending your enquiry at least three weeks before your India arrival date.
How much does it cost?
The PAP fee is typically USD 50–100 per person depending on state and duration, plus the registered operator's service fee and the mandatory guide. You'll get an exact, itemised quote for your itinerary.
Can I travel solo?
For some states — particularly Arunachal Pradesh — foreign nationals are typically required to travel in a group of at least two with a registered guide. Solo foreign travellers may face restrictions, so a guided tour is usually the practical route.
Do you file the permit yourselves?
No. We're an independent travel-research site. Because the PAP must go through a government-registered operator or the e-FRRO portal, we connect you with our registered local travel partner who files the permit, provides the mandatory guide, and runs the tour. You book and pay the licensed operator directly — we don't charge you a connection fee.
What documents will I need?
A passport valid for at least 6 months, a valid Indian visa, passport-size photographs, and your travel itinerary. You'll share these securely with the registered operator at the quote stage — not on this enquiry form.
Northeast Tour Packages is an independent travel-research site operated by Pramila Business Solutions. We are not a registered permit-issuing authority. Protected Area Permits are arranged through a government-registered tour operator or the official e-FRRO portal; we connect you with our registered local travel partner and you contract with the licensed operator directly.
