Do I need a Protected Area Permit as a foreigner?
Yes — for Arunachal Pradesh, Nagaland, Manipur and Mizoram, plus a Restricted Area Permit (RAP) for certain zones of Sikkim. Meghalaya, Assam and Tripura need no permit for foreign tourists.
Can I get the PAP on arrival?
No. After the Ministry of Home Affairs notification of 17 December 2024, the PAP was reimposed for Nagaland, Manipur and Mizoram (Arunachal always required one). Foreigners must arrange it in advance — via the e-FRRO portal or a registered operator. The old "register on arrival" rule no longer applies, and the regime is under active review, so always confirm the current position before you travel.
